Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to: JOBSITE: THE EMPLOYEE IN THE CONFINED SPACE WAS NOT ATTACHED TO A LIFE LINE, AND THE EMPLOYEE MONOTORING HIS ACTIVITIES WAS NOT PREPARED TO ENTER THAT CONFINED SPACE FOR RESCUE PURPOSES, IN THAT THE NECESSARY RESCUE EQUIPMENT WAS NOT IN THE IMMEDIATE AREA. ABATEMENT METHODS APPLICABLE IN THESE CIRCUMSTANCES INCLUDE, BUT ARE NOT LIMITED TO, THE FOLLOWING: PERSON(S) WORKING IN CONFINED SPACES SHOULD BE WEARING WRISTLETS OR AN EQUIVALENT DEVICE, ATTACHED TO A LIFE LINE AND MECHANICAL EXTRACTING DEVICE (SUCH AS A TRIPOD-WINCH). THE STANDBY EMPLOYEE SHOULD HAVE THE NECESSARY PERSONNEL PROTECTIVE EQUIPMENT IN THE IMMEDIATE AREA FOR POSSIBLE EMERGENCY RESCUE. (This item was abated during the inspection.)

ABATEMENT METHODS APPLICABLE IN THESE CIRCUMSTANCES INCLUDE, BUT ARE NOT LIMITED TO, THE FOLLOWING: ELIMINATION OF THE FLAMMABLE ATMOSPHERE BY FILLING THE TANK WITH A NONFLAMMABLE SUBSTANCE. (This item was abated during the inspection.)
