General-duty citation text
Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to the hazards of having their hands or arms caught in moving parts of the Wolverine Lithographic web fed printing press in the Press Department in Building #17, when the press was put into operation on or about 9/30/86. Among other methods, one feasible and acceptable method is to install a safety signal system to alert the operating crew of impending press movement, e.g., see section 3 of the American National Standards Institute specifications, ANSI B65.1-1972, entitled "Safety Specifications for Controls and Signaling Devices for Printing Presses".
