Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to: a) The hazard of contact with energized overhead power lines while moving a section of manually propelled mobile scaffold from one work location to another in near proximity to a primary distributuion line operating at 7,200 volts. Four employees were exposed to the electrical hazard at approxiamtely 10:40 a.m. on September 17, 1986. Among other methods, one feasible and acceptable abatement method to correct this hazard is to dismantle the scaffold prior to moving it.
