Secton 5(a)(1) of the Occupational Safety and Health Act of 1970: The
employer did not furnish employment and a place of employment which were
free from recognized hazards that were causing or likely to cause death
or serious physical harm to employees in that employees were exposed to
the hazards of falling while engaged in the cleaning of windows and the
wall faces of a 3 story building while suspended from ("Sky Genie")
boatswain's chairs.
The mobile roof outriggers with boatswain chairs attached were being
moved near the roof's edge as the employees remained seated on this
one point suspension scaffold.
a) North side, exterior wall - Bosuns Mate Mule Roller.
b) West wall, exterior side - Portable roof top roller.
Among other methods, a feasible and acceptable abatement method to
correct this hazard is to follow the manufacturer's instructions of
not moving the equipment while employees are still seated on the
boatswain chair.
6) Inspect and assure specifications and operation of the rupture disc.
