Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed to cumulative trauma disorders:
Eagle Convex Glass Company Inc., Clarksburg, WV - Plant
employees engaged
in repetitive motion operations such as, Processing, Decorating
and Polishing
mirrors were subjected to excessive muscular stress to the
back, shoulders, arms,
wrist and hands which resulted in an Occupational disease,
repetitive motion
trauma.  A program addressing bio engineering and ergonomic
experts of each
operation imposing undue muscular stress on employees had not
been
implemented in order to limit employee exposure to this hazard
and the
debilitating effects of carpal tunnel syndrome, tendinitis,
numbness and tingling
of the hands, wrist, arms, shoulders and back disorders.
Factors contributing to
this situation included but were not limited to:  work method,
design layout and
machine specifications which did not incorporate ergonomic
considerations.
Among other method, one feasible and acceptable abatement method and
to correct
hazards is:
1)   Submit to the OSHA Area Director a written detailed plan of
abatement outlining
a schedule for the implementation of engineering and/or
administrative measures
to control employee exposure to hazardous conditions or
referred in this citation.
This plan shall include, at a minimum target dates for the
following
actions which
should be consistent with the dates required by this citation.
a.   Evaluation of the extend and location of the hazard source.
b.   Evaluation of control measure options.
c.   Selection of optimum control measures.
d.   Determination of control measure design.
e.   Ordering and delivery of equipment and materials.
f.   Installation of control measure.
g.   Training of employee's in the proper operation of the
newly implemented
control measures.
h.   Assurance of effective performance of control measures.
All proposed control measures shall be approved for each particular
use by a competent
industrial hygienist or engineer or other technically qualified
person.  Ninety( 90) day
progress reports are required during the abatement period.
Correction shall be completed by the implementation of feasible
engineering and/or
administrative controls and their effectiveness at achieving
compliance verified.
a.   Mirror Polishing - Employee repeatedly performs task of
manually cleaning and
polishing mirrors by wirping in circular motion which require
vairous arm and
wrist postures while standing on rubber mat and were exposed to
ergonomic
stresses which are likely to result in cumulative training
disorders, on or aobut
June 9, 1993.
ab.  Mirror Polishing - Employee repeatedly performs tasks of
manually inspecting
stone glass panels with pinching grip and reaching behind to
place
glass on rack
were exposed to ergonomic stresses which are likely to result
in cumulative
traumas disorders, on or about June 9, 1993.
c.   Processing - Swiping - Employees repeatedly performs tasks
which requires
awkward back, neck, wrist and arm posures and was exposed to
ergonomic
stresses likely to result in cumulative trauma disorders while
performing swiping
operations, on or about June 9, 1993.
d.   Belt Sanding, Edging & Drilling Section - Employees repeatedly
performs tasks
which requires awkward back, neck, wrist and arm postures and
were exposed
to ergonomic stresses likely to result in cumulative trauma
disorders while
performing swiping operations, on or about June 9, 1993.
e.   Processing - Philco #3 - Employee repeatedly performs task
(while standing on
concrete) which requires awkward back, neck, wrist and arm
postures and was
exposed to ergonomic stresses likely to result in cumulative
trauma disorders
while cutting glass circle from 16 inch by 16 inch panel, on or
about June 10,
1993.
f.   Processing - Philco #3 - Employees repeatedly performs task (
while standing on
concrete) which requires awkward back, neck postures and was
exposed to
ergonomic stresses likely to result in cumulative trauma
disorders while removing
excess glass from circular art glass, on or about June 10, 1993.
g.   Processing - Philco #3 - Employees repeatedly performs task
(while standing on
concrete) which requires awkward back, neck, wrist and arm
postures and was
exposed to ergonomic stresses likely to result in cumulative
trauma disorders
while grinding glass at belt sander, on or about June 10, 1993.
h.   #2 Furnace Curved Furniture Glass - Two employees repeatedley
perform task
which requires awkward back,n eck, wrist and arm postures and
was exposed to
ergnomic stresses likely to result in cumulative trauma
disorders while polishing
curved furniture glass panels, on or about June 10, 1993.
i.   Processing - Cutter - Employees repeatley performs task which
requires awkward
back, neck, wrist and arm posures and was exposed to ergnoomic
stresses likely
to result in cumulative trauma disorders while cutting 19 inch
glass circles from
20" by 20" panel, on or about June 10, 1993.
j.   Decorating "B" Manual Machine Painting #2 - Employees repeatley
performs task
which requires awkward back, neck, wrist and arm postures and
was exposed to
ergonomics stresses likely to result in cumulative trauma
disorders while using
manual paint machines, on or about June 11, 1993.
k.   Decorating "B" Manual Machine Painting #1 - Employees repeatley
performs task
which requires awkward back, neck, wrist and arm postures and
was exposed to
ergonomic stresses likely to result in cumulative trauma
disorders while using
