a.   While two employees were working from a make shift platform
made by approximately 9 railroad ties in the grapple on
the boom of the John Deere 790 D L-C Mobile Hydraulic
excavator and lifted approximately 20 feet in the air to
drill the side of the concrete silo on or about May 18-19,
1993.
One feasible and acceptable abatement would be to erect
scaffolding to access the working area.
