General-duty citation text
Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to: LIQUID MIXING DEPT, METAL POWDER MIXING AREA: EMPLOYEES WHO WERE INVOLVED IN MAKING AN ELECTRICALLY CONDUCTIVE EPOXY COMPOUND USED DIVIDED ALUMINUM POWDER IN ITS FORMULATION. THE EXHAUST VENTILATION SYSTEM THAT SERVICED THIS OPERATION HAD DUCTWORK THAT WAS NOT GROUNDED AND AN EXHAUST FAN THAT HAD FERROUS BLADES. BOTH WERE CAPABLE OF PRODUCING A SPARK, THEREBY IGNITING THE ALUMINUM DUST ACQUIRED WITHIN THE DUCTWORK. THE RESULTING IGNITION COULD RESULT IN A FIRE AND/OR RAPID OVERPRESSURIZATION. AMONG OTHER METHODS, A FEASIBLE AND ACCEPTABLE METHOD OF ABATEMENT TO CORRECT THIS HAZARD WOULD BE TO GROUND THE DUCTWORK AND REPLACE THE FAN BLADES WITH A NON FERROUS TYPE.
