Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not furnish employment and a place of employment which
were free from recognized hazards that were causing or likely to cause
death or serious physical harm to employees in that employees were
exposed to:
(a)  Employees are exposed to the hazards of confined space
while entering the wood treating cylinder at least monthly and
during repairs for cleaning and maintenance.  Employees are
exposed to the hazrds of possible toxic atmospheres, oxygen
deficiency and physical hazrds including heat stress,
slipping, tripping and falling.  Treating cylinders have limited
egress, poor natural ventilation, poor visibility, restricsted
work area, toxic and corrosive chemicals.  The hazard occurred
at Memphis Wood Preserving Corp., Horn Lake, MS.
One feasible method of abatement, among other methods, would be to
implement a confined space entry procedure icluding as a minimum the
following:
1).  Develope a written confined space entry procedure.
2).  Train all personnel.
3).  Develope a confined space entry permit procedure.
4).  Ventilation of the treating cylinder before entry and during
work in the cylinder.
5).  Test the atmosphere in the cylinder for the prescence of
toxic substances, oxygen deficiency or explosive/flammable
vapor.
6).  Lockout/tagout of equipment.
7).  Use of personal protective clothing, equipment and proper
tools.
8).  Provide emergency standby personnel with communication
capability and rescue equipment.
