Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The

employer did not furnish employment and a place of employment which
were free from recognized hazards that were causing or likely to cause
death or serious physical harm to employees in that employees were
exposed to dangers of crane failure due to the operator lifting a
load that he did not know the weight of:
a.  Work Site - On 8/6/91, employees were exposed to a lifting
operation where the operator of the truck tower crane attempted
to lift an unknown weight of steel off a delivery trailer.
ABATEMENT NOTE:  Among other methods, one feasible and acceptable
abatement method to correct this hazard is to develop a procedure
such that the crane operator either determines for himself the weight
of the load and other pertinent data relating to the lift prior to
lifting the load, or prior to lifting the load the operator receives
the information from the rigging crew or any other competent person
capable of determining the required data.
