Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The
employer did not furnish employment and a place of employment which were
free from recognized hazards that were causing or likely to cause death
or serious physical harm to employees in that employees were exposed to:
a) On or about March 4, 1987, at about 1:00 P.M. on Tem Cole Road,
located approximately 1/2 mile east of Browns Farm Road, a driver was
hauling a harvester/loader on a low-boy trailer on the 14' wide
roadway. The harvester/loader measuring approximately 26' wide and
about 18' 6" high was in proximity to overhead electric transmission
lines carrying 7620 volts which exposed employee(s) to the electrical
shock hazards.
Among other methods, one feasible and acceptable method to correct this
hazard is to ensure that employees or equipment do not come in close
proximity to any part of electrical overhead powerlines and circuits
that may be contacted by:
1) Ascertaining the location(s) of overhead powerlines and circuits.
2) Advising employees of the location of such lines, hazards involved
and protective measures to be taken.
3) Designating a person to observe clearance of equipment and give
timely warning for operations where it is difficult for the operator
to maintain required safe clearance by visual means.
