General-duty citation text
Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to: On or before 1/13/86, employees were exposed to the hazards of broken bones, concussion and death since they were required to climb stacked bales of stock in excess of 10' in height in order to count inventory. A feasible and useful means of abatement is to: 1) Stack bales such that adequate aisles are maintained thereby inventory from the floor. 2) Where inventory cannot be taken from the floor, a lifting platform or ladder shall be used. The ladder may be leaned against the rear wall but not against the bales. 3) Employees shall be prohibited from climbing the stacks of bales. 4) Stacker and inventory personnel shall be trained in the procedure which is adopted.
