Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The
employer did not furnish employment and a place of employment which were
free from recognized hazards that were causing or likely to cause death
or serious physical harm to employees in that employees were exposed to:
a) Before perforating operations began on Blake Rig #6 on LL&E Well #1,
potential voltage differentials between the skid unit, the drilling
rig, and the well head were not checked: and the skid unit, the
drilling rig and the well head were not positively bonded together,
exposing employee(s) to the hazard of explosion.
One feasible and acceptable method of abatement would be to check the
voltage differential with an appropriate meter between the skid unit,
drilling rig, and the well head and to electrically bond together with
.rounding straps the skid unit, drilling rig, and well head.
