Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The
employer did not furnish employment and a place of employment which were
free from recognized hazards that were causing or likely to cause death
or serious physical harm to employees in that employees were exposed to:
a) On or about September 25, 1986, an employee was installing a CB
antenna on the south side of the farm shop at the Glades Correctional
Institution, Belle Glade, Florida and was not instructed in the
recognition and evidence of unsafe conditions: employee was exposed
to contacting (live) overhead electrical lines.
Among other methods, one feasible and acceptable abatement method to
correct the above, is that the employer shall instruct employees in the
recognition and avoidance of unsafe conditions applicable to energized
overhead lines, including the following:
The employer shall ascertain whether any part of an electrical power
circuit is so located that the performance of work may bring any
person, tool, or machine into physical or electrical contact therwith
and shall advise the employees of the location of such lines, the
hazards involved and the protective measures to be taken.
