Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not furnish employment and a place of employment which were
free from recognized hazards that were causing or likely to cause death
or serious physical harm to employees in that employees were exposed to
fire and explosion:
a) Eight legs used in elevator to move grain - the hazard of initial
grain dust explosion created by overheating of the legs' conveyor
belts, due to the event of parital or full chocking of the elevator
legs, belt slippage, or belt separation.
Among other methods, one feasible and acceptable method to correct this
hazard is the installation of switches set at predetermined speed, to
sound an alarm and finally shutdown the legs' conveyors and all
contributing conveyors in the system.  All legs are located in the
elevator.  All unexpected shutdown or slippage that went undetected
could cause friction and heat resulting in fire and explosion resulting
in serious burns or death.
