Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The
employer did not furnish employment and a place of employment which were
free from recognized hazards that were causing or likely to cause death
or serious physical harm to employees in that employees were exposed to
potential injury from crushing caused by the unexpected lowering of
automotive lifts while employees were working under the lifts without
safety devices:
a) Body shop, lift in southwest corner - the leaking hydraulic oil was
of such quantity the lift would not stay up. No safety device was
provided on this lift.
b) Main shop, north side next to the car washing stall - the valves and
packing around the cylinder leaks air and hydraulic oil which causes
the lift to drop unexpectedly 12 to 18 inches while employees are
working under it. No safety device was provided on this lift.
c) Main shop, south side, center of the shop - the lift has a small leak
in the air and hydraulic oil system that allows the lift to very
slowly lower to the floor. No safety device was provided on this
lift.
Among other methods, one feasible and acceptable abatement method to
correct this hazard is to install safety devices on all lifts and to
have defective parts repaired or replaced per the manufacturer's
recommendations. Periodic inspections to ensure that all components are
in safe operating condition are recommended.
