Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to the hazard of electrical shock: On or about October 4, 1990, 1 mile north and 1 mile west of Bernice, Oklahoma, employee(s) utilizing a Hi-Ranger Aerial lift bucket, Model #5bd 4a PBRi, Serial #963857, mounted on an International truck, license #665 657T, were allowed to operate the bucket closer than the minimum distance from energized conductors for line clearance tree trimmers, as required by Table #1 of ANSI standard Z133.1, 1982, Section 5.2.20. Among other methods, one feasible and acceptable abatement method would be to have the electrical lines de-energized when work is being done near the lines.
