Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not furnish employment and a place of employment which
were free from recognized hazards that were causing or likely to cause
death or serious physical harm to employees in that employees were
exposed to:
a)  Employees in plant 2 were exposed fire and explosion hazards due   t
the potential ignition of accumulated fuel gases in furnace # 132 under
abnormal conditions.  Among other methods, one feasible and acceptable
abatement method to correct this hazard is the installation of a control
system which includes a ventilation purge cycle and flame super-vision
capacity with automatic gas line shut down for flame failure conditions
(such as required by NFPA 86B-1971 Articles, 550 and 560, NFPA 86B-1974
Articles 510 and NFPA 86A-1977, Chapter 4.)
