General-duty citation text

Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed to:
(a)  Street marquee sign, fiberglass extension ladder was not secured or
lashed to
prevent displacement or slipping when changing letters on the sign.  REF:
1910.25(d)(2)(i) and 1910.26(c)(3)(iii).
(b)  Street marquee sign, fiberglass extension ladder was used to change
letters
on the sign at such a pitch that the horizontal base distance was greater
than
of the working length of the ladder. The working lenght of the ladder was
14.5
feet and the horizontal base distance was 9 feet but should not have
exceeded 3.6
feet. REF: 1910.25(d)(2)(i) and 1910.26(c)(3)(i).
(c) Street marquee sign, fiberglass extension ladder was set up in the
entrance
driveway and parking lot of the restaurant to change letters on the sign
which
exposed the worker to vehicular traffic.  REF: 1910.25(d)(2)(iv).
(d) Street marquee sign, fiberglass extension ladder was used to change
letters on
the sign the morning after an accident occurred with that ladder without
inspecting the ladder.  REF:  1910.25(d)(1)(x) and 1910.26(c)(2)(vi)(a).
Among other methods, feasible and acceptable abatement methods to correct
this hazard are:
1.  Modify or change the type of sign to a power winch sign that would
lower the
sign to the ground level.
2.  Utilize a telescoping pole with a suction cup to change letters from
the ground.
3.  Utilize a stepladder with a working platform on a ladder pad or base
below
the sign.
4.  Install a platform with guardrails around the sign that is accessed by
a ladder.
5.  Utilize a portable ladder that hooks to the ladder bar in a secure
method at the
proper pitch which will also eliminate the exposure to vehicular traffic.
