General-duty citation text
Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to: a) Fall hazards when stepping on free turning conveyor rollers during crating. Among other methods feasible and acceptable abatement methods to correct this hazard would be: a) Enforce the provisions of paragraph b.11.1(h) of American Society of Mechanical Engineers Standard B20.1-1003, safety standard for conveyors and related equipment; "Personnel shall not be allowed to walk or stop or free turning rollers or wheels. Suitable means such as a tread plates can be used between rollers as a walking surface for designated operators in the performance of their duties the tread plate shall be of suitable size to permit persons to use it as it walking on working surface. or b) Provide moveable conveyor sections during the actual crating process to enable access around the complete perimeter of product to be crated.
