employer did not furnish employment and a place of employment which were
free from recognized hazards that were causing or likely to cause death
or serious physical harm to employees in that employees were exposed to
traumatic injury or death from rolling steel coils up to 90 inches in
diameter and 90,000 pounds in weight accidentally displaced or dropped
on the north or south side of the 84 inch two-stand tempering mill entry
coil-handling equipment such as the coil upender, coil transfer car #1,
or the coil positioner.
Among other methods, one feasible and acceptable abatement method to
correct this hazard would be the erection of barriers on both sides of
such equipment of sufficient strength and size to effectively restrain
and stop dropped or displaced coild together with the continued presence
of personnel barriers to prevent employees from exposure to moving coils
or machinery.
