Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not furnish employment and a place of employment which were
free from recognized hazards that were causing or likely to cause death
or serious physical harm to employees in that employees were exposed to:
...the hazard of being struck by falling wood pilings, flying wire
rope suddenly released from tension, and portions of load carrying
means, due to the failure of welded portions of the log bunk
structures used to transport processed pilings to and from the firm's
chemical treating contractor in Carbondale, Il, and to end users
throughout the company's zone of operations.
Among other methods, one feasible and acceptable abatement method to
correct this hazard is to design and fabricate all welded steel truck
piling bunks in accordance with accepted design and welding standards
as referenced by section 3.1.1 of American Welding Society AWS D1.1
Structural Welding Codes so as to eliminate defects caused by defective
welds.
