Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not furnish employment and a place of employment which
were free from recognized hazards that were causing or likely to cause
death or serious physical harm to employees in that employees were
exposed to:
(a)  Along the south area of the structural steel employees were
observed exposed to the hazards associated with fans in excess of
9' due to the lack of fall protection while connecting, bolting up
and walking on on structural steel beams.
Among other methods feasible and acceptable to correct this hazard are
but not limited to, the use of ladders, scaffolds, latch platforms,
scissors lifts, rotating and articulating lifts, static lines or safety
belts and lanyards.
