Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not furnish employment and a place of employment which were
free from recognized hazards that were causing or likely to cause death
or serious physical harm to employees in that employees were exposed to
death/internal injuries from an eighteen feet fall hazard while painting
a steel joist without using adequate fall protection:
a) Lancaster County Resource Center, Pump House - The employee was using
the snap closure to secure the lanyard onto a steel beam flange which
would not allow full snap closure, on or about May 11, 1990.
Among other methods, one feasible and acceptable abatement method to
correct this hazard is training employees in the proper use of safety
belt and lifelines.
