Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to: a) St. John's Church, southside - No fall protection was provided between the access ladder coming up from the ground to the main roof and the access ladder going up from the main roof to the church steeple. Workers were walking up and down a 4" to 12" pitch slate roof between the two ladders. A feasible means of abatement would be to run a static safety line between the two ladders on to which workers could hook their safety belt lanyards. Workers were exposed to a fall of approximately 25 to 30 feet observed 8/8/90.
