Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not furnish employment and a place of employment which
were free from recognized hazards that were causing or likely to cause
death or serious physical harm to employees in that employees were
exposed to multiple injuries from a fall:
(a)  Baugher Center,  Elizabethtown  College - Employee
exposed to fall hazard of between 12 and  20  feet
while welding bar joists, on or about July 2, 1992.
Among other methods, one feasible and acceptable abatement method to
correct this hazard is to wear a safety belt and lanyard or provide
a catch platform.
OR IN THE ALTERNATIVE
29 CFR 1926.28(a):    Appropriate personal protective equipment was
not worn by employees in all operations where there was exposure to
hazardous conditions:
(a)  Baugher Center, Elizabethtown College, First Floor -
Employee welding bar joists without fall protection,
(safety belt and lifeline  of  equivalent protection
required), on or about July 3, 1992.
