Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to a fall hazards: OR IN THE ALTERNATIVE 29 CFR 1926.28(a): Appropriate personal protective equipment was not worn by employees in all operations where there was exposure to hazardous conditions: (a) Manheim Elementary School, Roof Area around the Ball Tower - Employees working on the roof, preparing to sheet the roof of the bell tower, were not wearing fall protection (safety belt and liftline required), on or about February 21, 1992. Among other methods, one feasible and acceptable abatement method to correct this hazard is have the employees wear safety belts.

Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to a fall hazard: (a) Access to the roof at the Manheim Elementary School - Employees must step across a 24 inch opening from the top of the ladder to the roof area, on or about February 21, 1992. Among others, one feasible and acceptable abatement method to correct this hazard is to install a platform from the ladder to the roof.
