Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not furnish employment and a place of employment which
were free from recognized hazards that were causing or likely to cause
death or serious physical harm to employees in that employees were
exposed to a fall hazard:
a)  Shipley School, Bryn Mawr, PA - An employee was observed
working from a tubular welded frame scaffold without any
fall protection.  This employee was on the fourth tier of
a five tier high scaffold and he was exposed to an
approximate twenty foot fall hazard, on or about
December 23, 1992.
Among other methods, one feasible and acceptable abatement method
to correct this hazard to design, install, and use a body belt/harness
fall protection system in accordance with the safety belts, lifelines
and lanyard construction safety standards (29 CFR 1926.104).
b)  Shipley School, Bryn Mawr, PA - Two employees were
observed working from a tubular welded frame scaffold
without any fall protection.  These employees were observed
on the third tier of a five tier high scaffold section and
they were exposed to an approximate fourteen foot fall
hazard, on or about December 23, 1992.
