Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The
employer did not furnish employment and a place of employment which were
free from recognized hazards that were causing or likely to cause death
or serious physical harm to employees in that employees were exposed to
the hazard of being struck by objects falling from above:
a) Employees working on the ground level were exposed to material and
debris from concrete stripping operations being conducted on the
upper floors of the Thomas Jefferson University Hospital Life Science
Building. Observed 05/04/90.
ABATEMENT NOTE: Among other methods one feasible and acceptable method
of abatement would be to attach a tag line to material being stripped
and to barricade the ground level beneath the area being stripped to
prevent employees from being exposed to an being struck by materials
falling from overhead.
