Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The
employer did not furnish employment and a place of employment which were
free from recognized hazards that were causing or likely to cause death
or serious physical harm to employees in that the employer had not
developed a heat stress management program to prevent prevent employee
heat induced illness.
Among other methods, one feasible and accepted method of abatement, is
to develop and implement a Heat Stress Management Program that addresses
employee and area monitoring methods, acclimatization procedures, an
established work-rest regimen, a buddy system, provision of water and
electrolytes, use of protective clothing, available engineering controls
for cooling the environment, employee training on the hazards of heat
and warning signs of heat-induced illness, preplacement and periodic
medical examinations, emergency procedures, and procedures for taking
unscheduled rest if a worker feels exhausted or overheated; workers
should not be permitted to continue their work when their deep body
temperature exceeds 38 degrees C. Oral temperature is 0.4-0.55 lower
than core temperature:
