Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to the hazards of: a) working in a potentially explosive atmosphere while cutting discarded tanks which had contained either flammable or combustible products; and b) entering confined spaces such as the discharged tanks, where an oxygen deficiency and/or explosive environment could exist. Among other methods, one feasible and useful method to correct this hazard is to train the designated monitoring employee to properly calibrate the Gastech model GP-204 portable combustible gas indicator according to manufacturer's specifications. Salvage Yard - The practice of performing hot or cold cutting operations on discarded storage tanks was deficient in that testing and monitoring were not effective because the Gastech model GP-204 portable combustible gas indicator was ot properly calibrated according to manufacturer's specifications.
