Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to: (a) Employees were exposed to a potential fall hazard while operating the manually operated manlift due to the lack of guardrails around the manlift car. Among other methods, one feasible and acceptable method to correct this hazard would be to install guardrails on the manlift car. (b) Employees were exposed to a crushing hazard while working near the manually operated manlift due to the lack of a standard guardrail system around the base of the manlift. Among other methods to correct this hazard, one feasible and acceptable method would be to install guardrails around the base of the manlift.
