ON OR ABOUT 3-17-94 WORKERS AT JOBSITE ACROSS STREET FROM NEW
ENGLAND TELEPHONE & TELEGRAPH CO; POLE #71 WERE STARTING THE
PONY MOTOR ON A CATERPILLAR DOZER, MODEL D6 (MOTOR SERIAL
#9U21224), USED TO KICK OVER THE MAIN DIESEL MOTOR.  TO START THE
PONY MOTOR THE WORKERS WERE REQUIRED TO STAND OR THE TRACKS,
JUST IN FRONT OF FRAME OPENING, JUST ABOVE THE DOZER TRACKS.  IF
THE DOZER WAS LEFT IN GEAR, WITH THE THROTTLE ON THE MAIN ENGINE
OPEN, IT COULD SUDDENLY START AND ACCELERATE.  A FEASIBLE AND
USEFUL METHOD TO CORRECT THIS HAZARD, AMONG OTHER METHODS IS TO
PROVIDE A SAFETY LEVER FOR LOCKING THE GEAR SHIFT IN A NEUTRAL
POSITION, RENDERING THE PONY ENGINE OPERABLE ONLY WHEN THE GEAR
SHIFT IS IN THE NEUTRAL POSITION.  AND OR RETRO-FIT THE EQUIPMENT
WITH AN ELECTRIC START SYSTEM THAT IS ONLY OPERABLE FROM THE
OPERATOR'S SEAT.
