ROOF:  LUGGERS USED TO TRANSPORT HOT TAR WERE PULLED UP
A WOODEN RAMP.  THE TOP OF THE RAMP HAD A CREST THAT THE
LUGGERS HAD TO GO OVER.  BRAKES IN THE LUGGERS WERE
REMOVED OR MADE INOPERABLE.
RECOMMENDED ABATEMENT
1.CHANGE THE PITCH OF THE RAMP TO ELIMINATE THE CREST
AT THE TOP
2.REINSTALL BRAKES ON LUGGERS
