Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to the hazard of burns and/or physical injury: ROOF: LUGGERS USED TO TRANSPORT HOT TAR WERE PULLED UP A WOODEN RAMP. THE TOP OF THE RAMP HAD A CREST THAT THE LUGGERS HAD TO GO OVER. BRAKES IN THE LUGGERS WERE REMOVED OR MADE INOPERABLE. RECOMMENDED ABATEMENT 1.CHANGE THE PITCH OF THE RAMP TO ELIMINATE THE CREST AT THE TOP 2.REINSTALL BRAKES ON LUGGERS
