Section 5(a)(1) of  the Occupational Safety and Health Act of 1970:  The
employer did not furnish employment and a place of employment which were
free from recognized hazards that were causing or likely to cause death or
serious physical harm to employees in that employees were exposed to fall
hazard:
a)  G-10 - employee standing on railing of the catwalk welding
the steel beam approximately 8'6" above the floor without the use
of a safety belt and lanyard or equivalent fall protection.

b)  Between F12-G12 employee standing on steel beam while welding
catwalk approximately 7'2" above floor and 4' above moving mail
conveyor with out the use of safety belt and lanyard or equivalent
fall protection.  Observed 2/11/92
A FEASIBLE AND USEFUL MEANS OF ABATEMENT, AMONG OTHER METHODS,
WOULD BE FOR EMPLOYEES TO BE PROCTECTED BY SAFETY BELTS AND
LANYARD OR EQUIVALENT FALL PROTECTION.  Observed 1/28/91

not worn by employee(s) in all operations where there was exposure
to hazardous conditions:
