General-duty citation text
Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to fall hazard: %% a) "D" Furnace Building Roof - employees were observed working and/or walking on a "3 on 12" pitch roof, which was without benefit of toeboards to complete the wire rope top and midrail providing perimeter roof guarding. Particular problem in that because of roof pitch, there was no additional means of stopping a "rolling" employee from falling approximately 24 ft. to concrete below. Observed 7/23/91. %% A feasable abatement method is to utilize personal protective equipment in accordance with 1926.28(a) or construct standard guardrails meeting all of the requirements of 1926.500(f)(1) %% OR IN THE ALTERNATIVE %% 29 CFR 1926.28(a): Appropriate personal protective equipment was not worn by employees in all oerations where there was exposure to hazardous conditions: %% a) "D" Furnace Building roof - employees working and/or walking on a "3 on 12" pitch metal roof were observed as not being "tied-off" or otherwise adequately protected against a potential 24 ft. fall hazard in that the perimeter roof guarding had a toprail and a midrail but no toeboard or alternative means of preventing a "rolling" employee from falling. Observed 7/23/91.
