Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that (3) employees were exposed to a potential fall hazard: a) 17th & Titan Streets, Philadelphia, PA 19146 - three employees were working at the edge of the building without being provided any type of fall protection while exposed to fall of approximately 12 feet. Observed 11/21/91. OR IN THE ALTERNATIVE 29 CFR 1926.150(c)(1)(i): A fire extinguisher, rated not less than 2A, was not provided for each 3000 square feet of the pro- tected building area, or major fraction: a) three employees were working at the edge of the building approximately 12 feet above the ground and were not provided with any type of fall protection. Observed 11/21/91.
