Section 5(a)(1) of a Occupational Safety and Health Act of 1970:  The
employer did not furnish employment and a place of employment which were
free from recognized hazards that were causing or likely to cause death
or serious physical harm to employees in that employees were exposed to
death/severe multiple injuries from falling materials due to building
deterioration:
a) Main Machine Shop - Group of twenty (20) windows, 144 inches by 160
inches, were not secured against falling, on or about May 25, 1989.
b) Machine Shop Annex; North West Corner; North Wall - 1/2 of mortar
missing from courses of bricks causing bricks to be loose and subject
to displacement, on or about May 25, 1989.
c) Machine Shop Amnnex - Portions of roof subject to water damage from
leaks were weakened and subject to falling, on or about May 25, 1989.
Among other methods, one feasible and acceptable abatement method to
correct these hazards is:
Securing and regrouting the windows, also to repoint the courses of
bricks and to repair the roof structure.
STEP #1
Inspection of areas and temporary steps taken to correct any building
component in immediate danger of failure.
STEP #2
Submit to the Area Director a written detailed plan of abatement
outlining the schedule for implementation of corrective measures.
STEP #3
Correction shall be completed by the implementation of repairs detailed
in Step 2.
