Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees wee exposed to major fractures due to a fall hazard of 16 feet to a scaffold deck: a) Construction Site - Employee was sitting on the flat second floor roof, to punch a hole in the roof, for a pipe opening. Employee was approximately 30 inches from the roof edge, exposing employee to a potential fall hazard of 16 feet to a scaffold platform below. Among other methods, one feasible and acceptable abatement method to correct this hazard is to enforce the use of safety belts and lifelines or the equivalent, 4/20/90.
