General-duty citation text

Section 5(a)(1) of the Occupational Safety and Health Act of 1970.  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards
that were causing or likely to cause death or serious physical harm to
employees in that
employees were exposed to the hazards of fire and explosion:
(a)The hazard of a fire or explosion which could result in severe
and/or fatal burns. An employee was using a propane torch to
heat a clogged asphalt return circulation line. The employee was
exposed to a fire hazard caused by the introduction of an open
flame torch to a flammable/combustion material on or about
12/15/93.
Among other methods, one feasible and acceptable abatement method to
correct the hazard is
to reinstall a hot oil (or steam) jacketed pipe at any and all points
where blockages occur,
thereby eliminating the necessity of applying open flame to the exterior
surfaces of the line
(or pipe). The hazardous condition existed on 12/15/93.
