Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to the hazard of falling 60 feet to adjacent ground level while on the platform of Morgen scaffolding that was inadequately secured against collapse: a) Building 55. On or about 7/25/91, employees were observed on the platform of Morgen Scaffolding that did not have a sufficient number of ties to secure the scaffolding towers to the building. Among other methods, one feasible method to reduce this hazard is to erect the scaffolding in accordance with the manufacturer's specifications and install a tie at each scaffold tower at intervals not to exceed 18 feet on all towers over 20 feet high.
