General-duty citation text
Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to a 20 ft. fall hazard to the grading below: A) Elevation 193, North Side of Boiler A - Two employees were observed working from a "safeway steel products" power swing model eth-20, a single point suspended scaffold. A life line had been installed and each tied off to the one life line, on or about November 27, 1990. Among other methods, one feasible and acceptable abatement method to correct the hazard is to enforce the use of two life lines and each employee tieing off to each life line. As required by ANSI Standard A10. -1977, Section 12.5.
