Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to a nine (9) foot six (6) inch fall hazard: a) An employee was observed installing window frames on the building, while standing on a grove elevating scissor man-lift with the side and end guard rails removed, violation observed on or about 7/29/91. Among other methods, one feasible and acceptable abatement method to correct this hazard is to install the guard rails before operation of lift as required by ANSI Standard A92.6-1979 Section 12 Inspection and Maintenance, each work platform shall be inspected and maintained in proper working worker in accordance with the manufacturing operating manual.
