Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not furnish employment and a place of employment which
were free from recognized hazards that were causing or likely to cause
death or serious physical harm to employees in that employees were
exposed to electrical shock hazards when using the Demag one-ton
electric chain hoist inthe Southwest corner of the plant.  The follow-
ing conditions contributed to the existence of these hazards:
a)  The support for the pendant station was broken; there
was no protection against strain on the electrical conductors.
b)  No frequent or periodic inspections for damage or
deficiencies were conducted.
Among other method(s), one feasible and acceptable abatement method
to correct this hazard is:
1.  To reattach the support for the pendant station and,
2.  To implement a program of frequent and periodic inspections, with
written, dated and signed reports on critical items.
"Frequent Inspections" are conducted on daily to monthly intervals
and includes daily inspection of all controls, operating
mechanisms and safety devices for malfunction, deterioration of
air systems, daily inspections of hooks and load-bearing com-
ponents for damage, and visual inspection daily of load-carrying
ropes or chains for wear, etc., improper dead-ending to the
hoisting drum and other attachments, and for deposits of material
which could be carried into the hoist.
"Periodic Inspections" are conducted on one to twelve month
intervals and covers the items checked "frequently" plus:
a)  Loose bolts or rivets
b)  Cracked or worn drums or sheaves.
c)  Worn or damaged pins, bearings, shafts, gears,
rollers, locking and claming devices.
d)  Excessive wear on motor or load brake.
e)  Excessive wear of chain, rope, load sprockets,
drums, sheaves, and chain stretch.
f)  Hooks - crack detecting inspections at least one
a year.
g)  Electrical apparatus for pitting or deterioration
(controller contactors, limit switches, push button
stations).
h)  Hook retaining nuts or collars and their pins,
welds or riveting.
i)  Supporting structure and trolley for ability to
support the load.
j)  The presence of the warning label.
