Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The

employer did not furnish employment and a place of employment which
were free from recognized hazards that were causing or likely to cause
death or serious physical harm to employees in that employees were
required to perform lifting tasks resulting in stresses that had
caused, were causing, or were likely to cause musculoskeletal injuries:
a)  Employees working as yarn handlers in the knitting
department lift boxes weighing seventy-four (74) pounds.
The evaluation of this manual lifting task indicates that
employees are exposed to a hazard which is causing or likely
to cause musculoskeletal injuries.  The employer did not
implement an effective control strategy to reduce or
eliminate such injuries.  The injury and illness records
for 1991 also indicated a pattern of musculoskeletal
injuries, on or about 3/27/92.
Among other methods, one feasible and acceptable abatement method
to correct this hazard is the implementation of feasible engineering
and work practice controls to reduce musculoskeletal stresses.
Examples of such controls include, but are not limited to:
Engineering Controls:
1.  Extending the conveyor to deposit boxes on a platform where
they can be hand carted onto the sissor lift.
2.  Installing a sloping ramp for loading the lift.
3.  Engineering a jib crane or other mechanical lifting device
for lifting the boxes.
4.  Purchaseing a different type of lifting truck rather than
the sissor lift.
5.  Spinning the yarn on site rather than purchasing the yarn.
Workpractice Controls:
1.  Unloading the yarn rolls into smaller storage units.
2.  Rolling the boxes end over end onto sisor lift.
STEP 1 - Submit to the Area Director a written, detailed plan of
abatement outlining a schedule for the implementation of
engineering and workpractice controls.
ALL PROPOSED CONTROL MEASURES SHALL BE APPROVED FOR EACH
PARTICULAR USE BY A PERSON TRAINED IN THE EVALUATION OF
WORKPLACE CONDITIONS WHICH CAUSE MUSCULOSKELETAL DISORDERS.
SIXTEY (60) DAY PROGRESS REPORTS ARE REQUIRED DURING THE
ABATEMENT PERIOD.
STEP 2 - Implementation of engineering and work practice controls.
