Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not furnish employment and a place of employment which
were free from recognized hazards that were causing or likely to cause
death or serious physical harm to employees in that employees were
exposed to a fall hazard:
a)  An employee was observed running control wiring on the
bridge of the #1771 underhung crane and standing on a wall
ledge adjacent to the crane without any fall protection
system to protect him from an approximate eighteen foot fall
hazard, observed on May 27, 1992.
Among other methods, one feasible and acceptable abatement method to
correct this hazard is to utilize a fall protection system such as a
safety belt or harness system.  This system shall comply with 29 CFR
1910.104, entitled safety belts, lifeline, and lanyards.

29 CFR 1926.28(a):  Appropriate personal protective equipment was
not worn by employee(s) in all operations where there was exposure
to hazardous conditions:
a)  An employee was observed running control wiring on the
bridge of the #1771 underhung crane and standing on a wall
ledge adjacent to the crane without any fall protection
system to protect him from an approximate eighteen foot fall
hazard, observed on May 27, 1992.
