Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not furnish employment and a place of employment which
were free from recognized hazards that were causing or likely to cause
death or serious physical harm to employees in that employees were
exposed to the possibility of dropped loads or falling crane components
when the wall supported jib cranes strike each other:
The alleged violations below have been  grouped  because  they  involve
similar or related hazards that may increase the potential  for  injury
resulting from an accident.
a)  Assembly Floor, Test Pad 1, Columns U13.5 and U14 - A
two ton jib crane on a 22-foot-long jib is supported from
each of these columns which are 20 feet apart.
Among other methods, one feasible and acceptable abatement method to
correct this hazard is to provide a minimum clearance of two inches
between the crane and any laterial obstuction (ANSI B30.11-1.2.1)

Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not furnish employment and a place of employment which
were free from recognized hazards that were causing or likely to cause
death or serious physical harm to employees in that employees were
exposed to the possibility of crane failure due to unknown conditions
of its components:
a)  Assembly Floor, Test Pad 1, Columns U13.5 and U14 -
Two two-ton wall supported jib cranes .
Among other methods, one feasible and acceptable abatement method to
correct this hazard is to conduct frequent inspections (at daily to
monthly intervals) and periodic inspections (at one to twelve month
intervals).  Frequent inspections should include daily examination of;
1) All functional operating mechanisms for maladjustment interfering
with proper operation and for excessive wear of components, 2)  All
safety devices for malfunctioning, 3)  All hoist and travel limit
switches, 4) Deterioration or leakage in lines, tanks, valves, drain
pumps or other parts of air or hydraulic systems, 5) Hooks for dis-
tortion, wear, cracks, nicks or gouges, and the hook attachment and
securing means, 6) Rope reeving for non-compliance with manufacturers'
recommendation, and 7) All running ropes for deterioration such as
reduction of rope diameter, broken wires, worn wires, corroded or
broken wires at end connections, faulty end connections and kinking,
crushing, cutting or unstranding.
Periodic inspections should note any deficiencies such as; 1)  Loose
bolts or rivets, 2) Damage to structural members, 3) Cracked or worn
sheaves, pins, bearings, wheels, shafts, gears, rollers, clamping
devices, bumpers, switch baffles, interlock bolts and trolley stops,
4) Wear on brake system parts, linings, pawls and ratches, chain and
sprockets, electrical apparatus for signs of pitting or deterioration
and drive tires. 5)  Distortion, wear,cracks, nicks or gouges of the
hook, and 6) Wear on the lower load carying flange of all track
sections.
Written dated and signed inspection reports and records should be made
on critical items such as hooks, brakes, ropes, chains, trolley
swivels, and safety devices.
The thorough inspection of running ropes shall be made at least once
each month and a full, wirtten, dated and signed report kept on file.
