Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to fire and smoke inhalation during emergency evacuations and rescue actions: a) 219 Locust Lane, Exton, PA 19341 - The employer did not provide an adequate emergency action plan for community living home employee(s) to ensure safe evacuation during a fire. The employer's emergency fire plan did not include: 1. A written emergency evacuation plan specific for the community living home. 2. Training appropriate for the level of involvement and rescue required of the employee(s). 3. Training frequently enough to ensure that each employee was able to preform their assigned duties satisfactorily. 4. Specific procedures to account for all employee(s) after the evacuation has been completed. 5. Designate employee(s) to provide medical duties at safe areas. 6. Names or regular job titles of persons or departments who can be contacted for further information or explanation of duties under the plan. 7. Means to notify appropriate rescue personnel of fire or the existence of other emergencies. 8. Means to accommodate a safe evacuation during the overnight hours. Observed 08/23/96.
