Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The
employer did not furnish employment and a place of employment which were
free from recognized hazards that were causing or likely to cause death
or serious physical harm to employees in that employees were exposed to:
a) There was no current State Elevator Cartification for the elevator in
the Zwelling Building at 421 Main Street in Zanesville, Ohio, thereby
exposing employee to elevator hazards, such as falls also:
--The employer operated the elevator contrary to local ordinances and
also ANSI/ASME A17.2 of 1985 recommending inspection and testing for
certification.
--There was no 3, 000 lb load test performed on the elevator.
Among other methods, one feasible and acceptable abatement method to
correct this hazard is to:
--Have a 3,000 lb. load test performed.
--The employer must comply with local ordinances and also ANSI/ASME
A17.2 of 1985 covering inspection, testing and certification.
