Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that the employer, as of 5/17/90, had not implemented a thorough effective program to reduce and control exposure to suspect carcinogens (Auramine Hydrochloride and Michler's Ketone), reported by the product manufacturer in material safety data sheets and product labels, evaluated and identified as a suspect carcinogen by NIOSH, IARC and NTP. Auramine Hydrohloride or Aniline, 4,4'-(Imidocasrbonyl)Bis(N,N-Dimethyl- Hydrochloride) is carcinogenic to laboratory animals and has been implicated as a causative agent assocated with an increased incidence of bladder cancer among exposed workers. Michler's Ketone or 4,4'-Bis (Dimethylamino) Benzonephenone is carcinogenic in all animal studies, resulting in liver tumors. a) A color engineer measuring and transferring dry dye was exposed to 0.018mg/m3 and 0.036mg/m3 airborne levels of Auramine Hydrochloride. Wipe samples of the color room refrigerator and sink area determined surface contamination levels of 0.44ug Auramine Hyrochloride, and 4.0ug Auramine Hydrochloride and 14.0 ug Michler's Ketone, respectively. sampling was performed on 5/17/91. Visible contamination of skin surfaces was observed during sampling. employees regularly eat and drink in the same area. A smaller color room at the other end of the beater area, also involved in measuring and transferring dry dyes containing these suspect carcinogens, is regularly used as an informal break area for local employees, with food and beverage preparation and storage daily. 90-day progress reports are required during the abatement period. possible methods of abatement include, but are not limited to; Engineering: *Isolate areas where materials containing suspect carcinogens are stored or used from other areas of the plant or enclosed processes. *Replace manual transfer with an automated system. when use of automation to handle materials is not feasible, consider installing a glove box or a specialized ventilation hood. *Where hazardous dust particles may be generated, install local exhaust systems with proper filtration equipment in addition to general ventilation. Work Practices: *Establish a regulated area to limit exposure potential. limit access to persons trained and protected from the hazards of suspect carcinogens identified in the area. *Keep eating areas separate from work areas. do not permit storage of food or tobacco in the work area. advise employees to wash hands and face before smoking or eating. *Maintain a daily cleaning schedule of all potentially contaminated work surface. *Place comtaminated materials, disposable protective equipment and other waste in properly labeled containers or barrels for appropriate disposal according to federal and state regulations. Protective Equipment: *Provide effective respiratory protection to be used by exposed employees as an interim protective measure until feasible engineering controls can be implemented. *Provide protective equipment, including chemical goggles, impervious disposable gloves and shoe covers, and long-sleeved work clothes in the work area. *Provide clean work clothing. *If there is a high potential for exposure, e.g., during maintenance and clean-up activities in contaminated areas, workers should use an appropriate air-purifying respirator, and a full body impervious suit. Monitoring: *Perform periodic monitoring of air and surface contamination to determine continued effectiveness of engineering and work practice controls. Training: *Provide employee information and training about potential health hazards and safe handling practices for identified suspect carcinogens used in the work area. Medical Surveillance: *Institute a medical surveillance program for all exposed employees. *Provide exposure records and hazard information to the physicians of exposed employees.
