Section 5(a)(1) of the Occupational Safety and health Act of 1970: The

employer id dnot furnish employment and a place of employment which
were free from recognized hazards that were causing or likely to cause
death or serious physical harm to employees in that employees were
exposed to:
(a)  On June 21 and 24, 1991, workers were exposed to the hazard
of a building collapse involving roof trusses which had been or
were in the process of being erected at the Evergreen Plaza
jobsite in Vernon Hills, Illinois.
Although some temporary bracing was installed during and after
the truss erection, it was inadequate.  The temporary bracing
was insufficient as to their number, spacing, lapping, nailing,
and time of placement.
Abatement of this hazard could have been achieved by the in-
stallation of a temporary bracing syustem which met or exceeded
the recommendations of the truss plate institute, Inc. of
Madison, Wisconsin as published in their document entitled,
"Commentary and Recommendations for handling, installing and
bracing metal connected wood trusses".
